I have communicated on this subject with the Director General Ordnance Survey who tells me that since January, when his proposals for the survey of Hong Kong were first made, the work of the Survey of Great Britain and Ireland has increased, so that he could not now spare an Officer without relief, and that owing to the parties of Non-commissioned officers and men sent out for the survey of Lagos and for the delimitation of the Anglo-French Boundaries in West-African Africa, he cannot spare the Non-commissioned officers and men. Under any circumstances, as the party should have been at work by the 1st October, it is too late to begin the survey with advantage this year.
I do not see how it would be possible to lend an officer from the Corps, and as regards Non-commissioned officers and men, we have not the number required properly trained except on the Ordnance Survey.
